Is there any difference in functionality between the SC15 and the SC19?

There is no difference in functionality, however, the SC19 provides more length compared to the SC15 (1.5m compared to 300mm). Both the SC15 and SC19 are Lightning accessory cables that allow connection to MFi-certified microphones such as the VideoMic NTG to iOS devices that have a Lightning input.

Can I use the SC15 or SC19 just like a typical Lighting to USB-C cable?

No, both the SC15 & SC19 are Lightning accessory cables for MFi-certified microphones such as the VideoMic NTG. It is not designed to provide universal charge and data transfer.
